Stellar Solutions is seeking a Technical Baseline Manager to develop, integrate, and manage the technical requirements, interfaces, architecture products, and related engineering artifacts that define and control a complex space system baseline. This role will support Government program leadership across system and segment design, integration, test, and verification activities while helping maintain disciplined requirements and interface management across large stakeholder groups and multiple lifecycle phases.


The ideal candidate combines strong systems engineering and integration experience with hands-on leadership of technical specifications, Interface Control Documents, Concepts of Operations, architecture products, and integration and test planning. This individual will work across Government, contractor, and mission-partner organizations to ensure technical changes are properly evaluated, coordinated, documented, and incorporated into an authoritative program baseline.



Role/Responsibilities/Qualifications

The Technical Baseline Manager will:

    Develop, integrate, maintain, and manage Technical Requirements Documents (TRDs), Interface Control Documents (ICDs), Concepts of Operations (CONOPS), architecture products, Model-Based Systems Engineering (MBSE) products, and related technical baseline artifacts.
  • Lead requirements and interface management activities across system, segment, subsystem, and external interfaces.
  • Maintain traceability and alignment among mission needs, requirements, architectures, interfaces, integration plans, test plans, and verification activities.
  • Advise Government program leadership on system and segment design, integration, test, verification, and technical baseline issues.
  • Provide technical analysis and recommendations to support program decisions, including evaluation of technical trades, proposed changes, risks, dependencies, and downstream impacts.
  • Coordinate technical changes across large stakeholder groups and prepare, present, and defend change packages through technical review boards, configuration control boards, and other program governance forums.
  • Support major systems engineering and acquisition reviews, including design reviews, technical evaluations, test readiness activities, requirements verification, and other lifecycle milestones.
  • Evaluate requirements and interface changes for potential impacts to system architecture, performance, integration, verification, cost, schedule, and risk.
  • Identify gaps, inconsistencies, conflicts, and unresolved dependencies across requirements, interfaces, architecture products, and technical documentation and coordinate actions toward resolution.
  • Support development and maintenance of integration and test plans and ensure technical baseline products remain aligned with verification and validation activities.
  • Work closely with Government, systems engineering and integration teams, development contractors, test organizations, operators, and mission partners to maintain a coherent and controlled technical baseline.
  • Analyze complex technical problems, develop reports and briefings, recommend solutions, and work with stakeholders to implement approved changes.
  • Maintain disciplined requirements and interface management processes across development, integration, test, deployment, and sustainment phases.
  • Communicate technical baseline status, risks, decisions, and unresolved issues clearly to technical teams and program leadership.

Required Qualifications

  • 4+ years of experience supporting large-scale Systems Engineering and Integration (SE&I) or development programs.
  • 2+ years of experience leading the development or management of technical specifications, TRDs, ICDs, CONOPS, architectures, and integration and test plans.
  • Experience leading requirements and interface management activities for a major program.
  • Experience coordinating, developing, and presenting technical changes through formal review boards or configuration control processes.
  • Experience supporting design reviews, technical evaluations, requirements verification, integration, or test activities.
  • Knowledge of systems engineering lifecycle processes and the relationship between requirements, architecture, interfaces, design, integration, verification, validation, and technical baseline control.
  • Knowledge of IEEE 15288.1 and IEEE 15288.2 systems engineering standards.
  • Ability to independently develop and manage systems-engineering products using information from multiple technical and programmatic sources.
  • Strong written and verbal communication skills with the ability to translate complex technical information into clear recommendations for engineers, program leadership, and other stakeholders.
  • Ability to work effectively across large Government and contractor stakeholder groups and drive technical issues toward resolution.
  • Proficiency with Microsoft Office applications.
  • Bachelor's degree in Engineering, Mathematics, Physics, Computer Science, or a related technical discipline.

Desired Qualifications

  • Experience supporting National Security Space, remote sensing, missile warning, environmental monitoring, or related space mission systems.
  • Experience with programs or mission areas such as Space-Based Infrared System (SBIRS), Next Generation Overhead Persistent Infrared (Next Gen OPIR), FORGE, Weather System Follow-on - Microwave (WSF-M), Electro-Optical/Infrared Weather Systems (EWS), or similar complex space and ground architectures.
  • Experience with Model-Based Systems Engineering (MBSE) and digital engineering environments.
  • Experience with SysML and tools such as Cameo, DOORS Next Generation, Jira, Confluence, or similar engineering and collaboration platforms.
  • Experience mapping requirements to functional and physical architectures.
  • Familiarity with DoD 5000.01 and DoD 5000.02 acquisition policy and processes.
  • Experience supporting configuration control, technical baseline reviews, integration planning, verification and validation, or system test.
  • Master's degree in Engineering, Mathematics, Physics, Computer Science, or a related technical discipline.
  • INCOSE certification or demonstrated application of INCOSE systems engineering practices.

Clearance & Additional Requirements

  • U.S. Citizen

  • Secret Clearance, TS/SCI eligibility will be required
  • On-site expectation: Aurora, CO

Compensation:

The typical annual salary range for this position is approximately, USD $125,000 - $150,000. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. In addition to salary, this position is also eligible for a discretionary annual performance bonus, profit sharing / retirement plan and other benefits (all in addition to annual base salary).



Deliverable(s)

Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high quality, professional manner.
