Summary:

Manages the day-to-day projects related to information management of the MWRA's EPA-approved pretreatment program. Coordinates MWRA's pretreatment program database needs with Management Information Systems (MIS)staff and project consultants. Represents the TRAC Department's interests in ongoing future development of pretreatment information systems and their associated software applications (Laboratory Information Management System (LIMS), Geographic Information System (GIS), Cross-Media Electronic Reporting Rule (CROMERR) and successor applications.

Salary: $100,049.18 to $139,887.65 Annually $1,924.02 to $2,690.15 Weekly
Work Schedule: Monday - Friday 7:00am - 3:00pm

Key Responsibilities



  • Manages day-to-day issues with Pretreatment Information Management System (PIMS) as they arise. Troubleshoots problems, initiates service requests, proposes temporary work-arounds to enable staff to meet their short and long term pretreatment program requirements and recommends long term solutions.
  • Develops reports, for Department and external users, utilizing business intelligence applications such as SAP Crystal Reports and SAP Webi (Web BI).
  • Creates custom SQL queries for data extraction from the PIMS database utilizing Oracle SQL Developer.
  • Designs and implements dynamic Word templates alongside XML data extraction to generate documents within the PIMS application.
  • Validates PIMS application stability post-server upgrades through comprehensive regression testing, collaborating with MIS to ensure uninterrupted operations.
  • Develops and implements PIMS quality assurance/quality compliance (QA/QC) plan to ensure database integrity and reliable information.
  • Develops standard operating procedures for TRAC staff interactions with PIMS in accordance with QA/QC plan.
  • Reviews functionality of PIMS and identifies ways to leverage the existing system functionality to improve efficiency and effectiveness of TRAC staff. Recommends enhancements for improved efficiencies.
  • Supports the pretreatment program in ensuring that submitted Web Based Self Monitoring Reports (WebSMR)and data are CROMERR compliant.
  • Serves as the primary liaison with MIS Department to translate business requirements into structured technical specifications for IT development.
  • Provides on-going training and user support for PIMS and related systems.
  • Assesses systems performance and works with users to identify system needs and determine appropriate hardware/software/training/procedural improvements.
  • Prepares data requests to meet the needs of the TRAC and Legal Department or other MWRA groups.
  • Provides capital and current expense budget input for computer related equipment and software purchases.
  • Performs related duties as required.



Required Qualifications



  • A Bachelor's degree in environmental or related sciences, environmental engineering, computer sciences, or related field; Master's degree preferred; and
  • At least five (5) years of experience in project management, application development or database management; or
  • Any equivalent combination of education or experience.
  • A valid Massachusetts Driver's license or driver's license from another state.
  • Position may be eligible to telework up to 50% after an initial waiting period.



Knowledge and Abilities



  • Knowledge of principles and practices of National Pretreatment Program or related field required.
  • Demonstrated proficiency in data analysis, database development, management and planning.
  • Demonstrated ability in a variety of computing environments, particularly Oracle Discoverer, structured query language (SQL) or Microsoft Access strongly preferred.
  • Knowledge of MWRA's PIMS, LIMS and geographic information systems, particularly ARC/VIEW and ARC/INFO preferred.
  • Excellent interpersonal, oral and written communication skills.

Office machines as normally associated with a professional office environment, including the use of telephones, personal computers, word processing and other software, email, videoconference applications, copiers, scanners and fax machines.
