Overview The senior specialist provides Environmental, Health & Safety (EH&S) support to ensure that all work activities - including the construction, operation, maintenance, and retirement of energy systems - are performed safely and in full compliance with federal, state, and local regulations, as well as company procedures and protocols. This role works closely with operations personnel to reinforce and advance the companys commitment to EH&S excellence. The senior specialist actively supports field activities, promotes hazard recognition, and helps implement effective risk controls. Additionally, the position facilitates efforts to drive a zero-harm culture and achieve 100% regulatory and procedural compliance. This position does not provide employment pursuant to the terms of a STEM OPT Training Plan. Responsibilities
Core Responsibilities
- Ensure adherence to the Companys EH&S programs by providing support that promotes safe work practices and full environmental protection in compliance with Company policies and government regulations.
- Promote and support a culture of teamwork, honesty, integrity, and openness in all environmental, health, and safety matters.
- Partner with Substation Operations managers, planners, supervisors, and field personnel to continuously improve safety performance and maintain compliance with EH&S standards.
- Conduct substation inspections to verify compliance with federal, state, and local regulations, as well as Company procedures.
- Perform and participate in routine hazard assessments to identify EH&S risks and ensure appropriate corrective actions are implemented.
- Conduct, document, and provide feedback on Job Site Safety Exchanges, inspections, and assessments involving Company and contractor personnel.
- Manage and support EH&S remediation projects as needed.
- Track, document, report, and drive resolution of all substation spills to minimize environmental impact and reduce open cases.
- Interface with federal, state, and local agencies to enhance environmental performance and ensure the protection of employees.
- Respond to emergencies on a 24-hour, 7-day basis, as required.
Qualifications
Required Education/Experience
- Bachelor's Degree and 3 years of work experience in Environmental, Health, & Safety or Substation Operations or
- Associate's Degree and 4 years of work experience in Environmental, Health, & Safety or Substation Operations or
- High School Diploma/GED and 7 years of work experience in Environmental, Health, & Safety or Substation Operations
Preferred Education/Experience
- Bachelor's Degree in Environmental/Physical Science and/or Engineering and 3 years of relevant experience in the EH&S field and or Electric/Substation Operations
- Associate's Degree in Environmental/Physical Science and/or Engineering and 5 years of relevant experience in the EH&S field and or Electric/Substation Operations

- Working knowledge of Con Edisons Corporate Environmental, Health and Safety (EH&S) procedures and general EHS guidelines, along with familiarity with Electric Operations procedures relevant to routine field activities, required.
- Ability to respond to the field for Emergencies, Job Site Safety Evaluations, required.
- Medical clearance for respirator fit test for Half Face/Full Face/ SCBA respirators, required.
- Familiarity with the Incident Command Structure, required.
- Ability to demonstrate a broad understanding of the Key Performance Indicators (KPI) related to Substation Operations, required.
- 3 to 5 years EH&S or Substation related work experience, preferred.

Physical Demands
- Ability to respond to system emergencies
- Able to work in all weather conditions, i.e. excessive heat and/or cold
- Perform extended driving through heavy traffic and severe off-road conditions
- Ability to carry tools and materials when climbing ladders and scaffolds, and entering confined spaces
- Ability to work in adverse conditions that include, noise, confined spaces, and high elevations
- Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems
- Ability to be approved to wear and use either a full or half-face respirator and self-contained breathing apparatus (SCBA), without facial hair or other conditions that may interfere with the seal, in accordance with OSHA regulations
- Ability to climb in and out of manholes and excavations
- Ability to travel to company locations to work on storm restoration and heat contingencies
- Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
- Work rotating shifts, including nights, midnights, weekends, and holidays
- Use equipment with a maximum weight rating of 375lbs when wearing and/or carrying 25lbs of clothing and equipment
Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
