Program Analyst (RRL)

We areseeking aProgram Analyst, the successful candidate will play a critical role in providing in depth analysis and assessment of RRL program plan. Support the scheduling andmanagement of requirements development and training implementation for the Fleet and Type Commanders.

Duties & Responsibilities:

• Provide subject matter expertise on all individualtrainingsystems, to include but not limited to, Corporate EnterpriseTrainingActivity ResourceSystem(CeTARS), FleetTrainingManagement and PlanningSystem(FLTMPS), Navy e-Learning (NeL) and other Learning ManagementSystems, Automating Instructional Materials (AIM), andTrainingRequirements ManagementSystem(TRMS) and requirements necessary to support assigned Type Commanders
• Consolidateand reviewtrainingdata toprovide briefs and assessments of results
• Develops briefingproducts to support communication of analysis and assessments withseniorleadership
• Assist theRRLProgramteam to measure the efficiency and effectiveness ofRRLprocesses and thetrainingdeveloped and delivered usingRRLstrategies and applicable metrics
• Review individualtrainingrequirements recommendation from various stakeholder organizations andprovide briefing with recommendation based on requirements of the Type Commander
• Develop and reviewrecommendationon individualtrainingrequirements to support Enlisted career continuums of learning.Provide brief and white paper with recommendations.
• Develop assessments on impacts to Fleet and Type Commander readiness based on changes in individualtrainingrequirements.Provide brief with assessmentmethodologyand recommendations
• Review newtrainingcontent andvalidateagainst approved requirements toprovide recommendations on acceptance of modernized training
• Support the development, modification, and validation of new and existing performance measures for Sailor performance,programperformance, and readiness impacts. Track effectiveness metrics to helpdetermineReturn on Investment (ROI) fortrainingimprovements

Requirements:

• In addition to the education requirements, theProgramAnalystmust have a minimum of five (5) years of experience performing same or similar tasks. Concurrently, theProgramAnalystmust have two (2) years of experience with Navy staffprocesses.
• Education Equivalency: Minimum of ten (10) years of experience inprogramanalysis.Concurrent with the required minimum of five (5) years of experience performing same or similar tasks,and two (2) years of experience with Navy staffprocesses.
