Position Location
This position is located onsite at the NASA/White Sands Test Facility in Las Cruces, New Mexico.
Job Overview
The IDIQ Project Coordinator provides estimating and coordination assistance in the preparation and execution of all project efforts. The projects managed will be simultaneously requiring strong multi-tasking, monitoring, and tracking skills. The incumbent will also serve as the point of contact for project outages, meetings, and other coordination tasks related to the IDIQ operation. As the Coordinator, they will be responsible for the timely, efficient, cost estimate preparation for the Indefinite Delivery Indefinite Quantity (IDIQ) projects assigned to the organization using constructions plans, blueprints, and other associated pricing indexes to include using technicians as subject matter experts in design and estimating for labor and materials.
Responsibilities
Essential Job Duties: The position duties are facilities design and construction project management including: * Planning, financial management, budget preparation and reporting, field inspection, estimating and multiple project coordination. * Strong verbal and written communication and teaming skills with the ability to handle multiple tasks are needed. * Work under pressure and understand the importance of completing tasks in a timely manner * Work with the customer, NASA facilities personnel as well as other WSTF departments (environmental, safety and mission assurance, propulsion etc) and follow established written procedures a must. * Extensive experience with MS Project software and project management accounting and have experience managing projects utilizing earned value management methodologies. * Receives, performs file setup, and tracks requests for proposal (RFPs), modifications, notices to proceed (NTP) and delivery orders (DO) through receipt, approval, and submittal. * Distribute notifications to all principals throughout the life of a project such as project awards, meetings, outages, etc. * Coordinates pre-bid walk through with all stakeholders. * Reviews, submits, tracks, and distributes requests for information (RFIs). * Reviews proposal packages and other related construction documents for accuracy and content and records data as appropriate. * Develop cover letters, submittal transmissions, and proposal packages to include facilitating submittal to customer. * Assists management team to identify, track, and compile data for key performance indicators. * Generate reports as needed and requested by management team. * Obtains timely quotes and estimates for material, labor, and services required to develop cost proposal. * Analyzes, challenges, and verifies subcontractor quotes and estimates for accuracy. * Works with purchasing team to establish procurement requirements. * Inspects subcontractors and other service providers work to ensure contract compliance, validate labor and material requirements, and facilitate inspection reports. * May attend and assist with final walkouts for scope of work clarifications punch list generation, closeout procedures and satisfactory project acceptance by the government. * Mentors and trains other employees as necessary. * Adheres to the WSTF safety and personnel policies and standard operating procedures. * May be required to work non-standard duty hours and weekends. * Performs other duties as assigned in support of the Facilities department. Key Responsibilities: * Timely, accurate and efficient performance of job duties. * Harmoniously working with WSTF employees, contractors, and customers. * Providing timely, concise informational updates to project principals. * Experienced in the use of Computerized Maintenance Management Systems, preferably Maximo. * Professional verbal and written communications skills. * Knowledge of construction trade means, methods, equipment, and tools.
Job Requirements
Mandatory:
- Position requires a minimum of four (4) years of college or vocational training in area of specialty plus eight (8) years relevant experience, or any equivalent combination of education/experience for a total of twelve (12) years.
- Ability to pass pre-hire background and drug screen.
- U.S. Citizenship
- Valid state driver's license.
Preferred:
- Knowledge and use of Microsoft Project.
- Proficient in the use of Maximo CMMS.
- College coursework or college degree, preferably in related field.
- Previous construction and/or maintenance environment experience.
- Ability to read blueprints, drawings, or schematics.
- Experience with earned value methodology
Working Conditions:
- Desk/office work and test area work.
- Test area work may involve standing and directing technical personnel.
- Field work may be necessary. Travel to remote sites/locations may be required.
- Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility.
- All work must be completed in a safe manner in accordance with NASA and Company safety standards.
- Work hours are subject to change, with weekend and/or holiday work as needed. May be required to work outside normal duty hours.
Physical Requirements:
- Work is performed primarily in an office setting. This job may involve walking, standing, bending, reaching, and handling items weighing up to 30 pounds.
- Work requires the ability to operate a computer, effectively communicate information in verbal and written form, read and review information.
- Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.
- May be required to wear breathing protection (respirator), hearing protection, eye protection and other associated personal protective equipment.
