About the Job

General Summary of Position
The Director of the Institute for Public Health Emergency Readiness (IPHER) is the Institute's strategic and operational leader. The mission of IPHER which is part of the ER One Institute is to provide preeminent national leadership to improve the ability of our nation's healthcare providers hospitals public safety agencies government organizations and general communities to plan for respond to and recover from the medical consequences of disasters epidemics and terrorism. IPHER will create conduct and sponsor innovations and creative thinking in operational readiness obtain grant and contract funding and conduct research education and training and policy development in emergency preparedness at the local regional and national healthcare system level. Hospital preparedness will be a special focus of the Institute and include insuring that the Washington Hospital Center is in a state of preparedness that is a model and best practice for all healthcare facilities across the country.

Primary Duties and Responsibilities


  • Provides comprehensive national level leadership in emergency preparedness: Provides senior leadership to local state and national planning efforts in the area of healthcare emergency preparedness. Develops contract services for providing emergency preparedness related education and training to local state and federal authorities. Authors documents such as textbooks peer review articles and special reports related to emergency Preparedness and disaster medicine. Develops and presents national meetings/conferences on emergency preparedness for healthcare system personnel. Secures grants and foundation monies for emergency preparedness activities for the Washington Hospital Center.
  • Provides senior level direction and coordination to all Washington Hospital Center emergency preparedness efforts: Leads executive staff development efforts on emergency preparedness. Prepares emergency response related policies procedures and manuals. Assumes appropriate senior level command position during emergencies. Participates/leads emergency preparedness meetings involving various constituencies at Washington Hospital Center Irving Street Campus District of Columbia and National Capital Region. Participates in and facilitates MedStar Health Corporate level activities related to emergency preparedness.
  • Serves as a consultant to state and federal government agencies such as the Department of Homeland Security Department of Health and Human Services local/state Department of Health.
  • Plans and determines with the other ER One Institute directors the strategic direction of the ER One Institute.
  • Regularly speaks at national/state and meetings/conferences; serves on planning committee for national state and federal meetings/conferences.
  • Serves as emergency response team member with public safety agency(s) and /or federal response team(s).
  • Mentors Emergency Preparedness Fellows Emergency Medicine Residents and medical students in disaster medicine and emergency preparedness.
  • Minimal Qualifications
    Education
    • Doctoral degree in Medicine required or
    • Master's degree in Nursing required or
    • Master's degree with certification in a qualified Physician Assistant program required
    • Completion of graduate coursework in emergency preparedness/healthcare administration. required
    Experience
    • 10+ years in senior level management of healthcare education and training and or other academic related programs required
    • 5-7 years as consultant to state/federal government agencies for emergency preparedness disaster medicine related areas required
    • Extensive clinical practice in emergency medicine as MD PA or RN required
    Licenses and Certifications
    • MD - Physician - State Licensure in the District of Columbia required or
    • RN - Registered Nurse - State Licensure and/or Compact State Licensure in the District of Columbia required or
    • PA - Physician Assistant in the District of Columbia required
