Project Manager (DMSMS/Obsolescence) (Philadelphia, PA)

Position Summary:

The DMSMS Project Manager (PRM) reports to the ILS Program Manager and ensures all Project deliverables are achieved at the level of quality, cost, and client satisfaction forecasted, contracted, and expected. The PRM must have demonstrated leadership, communication and personnel skills to engage personnel in their program and ensure a positive outcome for all stakeholders (military and civilian government employees, LCE employees, and other contractors and industry representatives). The PRM may represent LCE in their assigned areas of expertise or as otherwise delegated by the ILS Program Manager (PM) or the Engineering & Technical Services Vice President.

Life Cycle Engineering is seeking a mid-career leader with management experience to provide leadership in support of Naval Surface Warfare Center Philadelphia Division (NSWCPD) Codes 315, Provisioning and Supply Support Branch. This position performs a variety of project management tasks, as related to supporting USN DMSMS Hull, Machinery, and Electrical (HM&E) Systems and Equipment. NSWCPD Code 315 serves as the conduit between NSWCPD's Technical Codes/In-Service Engineering Agents (ISEA) and the Navy's SEA21 and PEO Program Offices for New Acquisition and In-Service Ships. In this role, they are responsible for internally managing personnel, cost/resources, schedule/time, technical performance and risk associated with tasks assigned to NSWCPD. The ILS Project Manager will have daily interface with the Code 315 Technical Point of Contacts and be responsible for executing NSWCPD's vision the for DMSMS Program.

Contract Requirements:

  • Must be a US citizen and be able to obtain and maintain a "Secret" clearance level.


Essential Functions and Responsibilities:

  • Collaborates with the NSWCPD platform lead as program lead and interface support to sponsoring Program Office and/or Fleet.
  • Supports the NSWCPD Diminishing Manufacturing Sources and Material Shortages (DMSMS)/Obsolescence Program by developing reports and position papers, investigating and resolving emergent issues, and providing representation at Government and customer meetings.
  • Provides leadership and guidance for a team of program leads, working groups, logisticians, and technical support personnel.
  • Participates as an integral member of various DMSMS Integrated Product Teams (IPTs), and Working Groups, becoming familiar with DMSMS and Obsolescence management plans and processes.
  • Accountable for maintaining and growing client engagement through a collaborative partnership approach, consistently demonstrating LCE expertise and service orientation to achieve client/contract goals and obligations.
  • Plans for, attends, and actively participates in all project-related and internal business meetings i.e. client reviews, operations meetings, recruiting meetings, etc.; Forecasts and develops job requirements/scope to include estimates for personnel, time, travel, material, etc. necessary to achieve project deliverables and/or in support of the TPOC.
  • Creates and manages the project's master timeline with the CO- DMSMS PRM. Provides joint oversight, evaluating and addressing concerns and apprising the ILS PM and TPOC regularly and as appropriate for circumstances.
  • Works closely with the CO DMSMS-PRM and ILS PM on budget development for the program, as well as managing the project to budget estimates and contract expectations; also manages the preparation of task statements and financial reporting for the project. Performs cost accounting functions and provide accountability for forecasting and managing the financial, time, materials, and talent resources associated with a government-contracted project.
  • Ensures a professional and positive work atmosphere in support of employee engagement in both project and company goals, and personal development opportunities.
  • Coaches, mentors, and evaluates project team members through the utilization of LCE's annual goal setting and performance management processes
  • Works closely with recruiting team to identify and onboard project talent; communicates anticipated talent needs on a regular basis to ensure appropriate planning for and availability of talent when needed.
  • Becomes familiar with HM&E equipment configurations for various USN ship classes
  • Leads a team that performs investigations and analyzing support data to determine supportability timeframes and support strategies, not just at the individual part level but at the system level based on a roll up of the individual parts analysis. This is in the context of obsolescence so there will be vendor and program interface (both NSWCPD programs and NAVSEA). Providing status reports and updates to DMS program management
  • Coordinates/develops support requirements for specific tasks, monthly task performance and status report
  • Coordinates LCE DMSMS team, provider, customer, and user and continuous interfaces with the NSWCPD technical community (ISEA/Engineers/OEMs/vendors)
  • Assists in the development of strategies and proposals for overall management of program
  • Represents NSWCPD Code 315 at various internal and external meetings in a professional manner


Required Education, Skills, and Experience:

  • Bachelor's Degree required (Logistics or Engineering discipline preferred); or working towards a Bachelor's Degree (sophomore or junior level) at a recognized university or college
  • Performs cost accounting functions and provide accountability for forecasting and managing the financial, time, materials, and talent resources associated with a government-contracted project
  • Clearly and effectively communicates verbally and in writing
  • Works in a highly collaborative environment with the CO-DMSMS Project Manager
  • Demonstrated knowledge of general project management terms, standards and processes
  • Proficiency in Microsoft Office, especially Excel, Word, Outlook, and PowerPoint
  • High comfort level working with and around all military/organizational levels, clients, suppliers, and visitors
  • Ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time
  • Ability to engage, instruct, develop, and manage employees as a direct supervisor
  • Good working knowledge of budgeting principles and process and how to accurately forecast project expenses and requirements
  • Ability to work as a team player and demonstrates personal initiative to guide the team in the completion of the required tasking
  • Must be able to establish a professional rapport with all contract/project stakeholders
  • Must be sensitive to the professional expectations of the business, ensuring a positive interaction and impression for all stakeholders.
  • Highly reliable and capable of meeting work schedule consistently
  • Excellent verbal and written communication skills, as well as presentation skills


Preferred Skills, and Experience:

  • Knowledge of program planning, funding and management information systems
  • Demonstrated capability to overcome issues and challenges in execution of programmatic and personnel functions
  • Demonstrated ability to handle difficult logistics and personnel situations
  • Demonstrated ability to manage your time effectively and set priorities for you and your team
  • Process oriented and metrics driven
  • Prior supervisory experience, including talent selection, coaching, development and engagement responsibilities
  • Five (5) years' experience in DoD related logistics discipline helpful
  • General understanding of Naval HM&E Systems
  • Knowledge of DoD/Navy funding processes
  • Former military service (Navy maritime preferred, others acceptable) approximately 4-6 years or equivalent Federal civilian service or DoD contractor employment
  • Use of data analysis tools and methods
  • PMI-CAPM or PMI-PMP Certification is a plus
  • Ability to learn and apply the LCE CRM Systems for Business development and tracking
