Senior Business Operations Specialist Location: Remote Options Available; Regular Travel to Corporate and FSE Site Locations Travel: Moderate Travel; approximately 30% Employment Type: Full Time, Exempt Base Wage: $90,000 to $105,000 (based on experience) Reporting Relationships
Overview The Senior Business Operations Specialist serves as a key operational and administrative resource across the organization, with responsibility for coordinating, evaluating, and improving federal contract administrative processes, employee onboarding and offboarding, purchasing processes, office management, administrative training, and general business operations. Reporting to the Chief Operating Officer, this position works independently and cross functionally with Human Resources, Accounting, contract leadership, and administrative personnel throughout FSE to promote consistent, efficient, and compliant business practices. The position exercises independent judgment in evaluating operational and administrative needs, resolving issues, developing processes, and recommending practical solutions within established company policies and procedures. A key responsibility of this role is developing administrative capability across the organization. The Senior Business Operations Specialist will educate, train, and support administrative personnel so they can effectively manage the day-to-day administrative needs of their respective offices, contracts, and locations. The ideal candidate is highly organized, comfortable training others, and experienced in federal contracting, office management and business administration. This individual must be task-focused and execution-oriented, with the ability to clearly communicate responsibilities, provide direction and keep work moving to completion. The successful candidate will be able to understand the bigger operational picture while remaining focused on the detailed day-to-day tasks. Able to work independently across multiple locations and priorities. Essential Functions Federal Contract Administration, Compliance, Onboarding and Offboarding * Coordinate administrative activities associated with new contract start-ups, transitions, and contract closeouts. * Assist with establishing administrative processes, files, reporting schedules, purchasing, invoicing, and other operational systems for new or transitioning contracts. * Coordinate and support administrative onboarding activities for employees assigned to federal contracts. * Work closely with Human Resources, Payroll, contract leadership, and administrative personnel to ensure required documentation and administrative requirements are completed accurately and timely. * Assist with collection, organization, processing, and tracking of contract specific onboarding documentation. * Manage applicable onboarding and offboarding activities, including documentation, badging/access, equipment coordination, access removal requests, records, and communication with appropriate departments. * Develop and maintain onboarding and offboarding checklists, instructions, and administrative procedures, and train administrative personnel on these processes. * Coordinate administrative requirements associated with employee transfers, contract changes, and separations. * Support contract operations related to Service Contract Act (SCA) and Davis-Bacon Act requirements. * Help ensure consistent administrative practices and contract-specific requirements are followed across contracts and locations. Purchasing and PO Administration * Serve as a primary resource for the company's purchase order process and PO management tool. * Train and support employees and administrative personnel on proper use of the PO system, purchasing procedures, required documentation, approval processes, coding, and purchasing expectations. * Provide ongoing assistance and troubleshooting related to purchasing procedures and system use. * Train and support administrative personnel on subcontract administration, compliance requirements, documentation, monitoring and ongoing subcontract management. * Work with Accounting and operational leaders to improve purchasing processes, resolve issues and administrative controls. Office Management * Provide overall office management support for Corporate and other FSE locations as needed. * Assist administrative personnel with establishing and maintaining effective office systems, procedures, records, and general administrative processes. * Train and support administrative personnel on coordinating office supplies, equipment, vendors, maintenance, deliveries, records, and general office needs. * Serve as a resource for vendor coordination and office related services. * Identify opportunities to improve office organization, administrative efficiency, and consistency across locations. Administrative Training and Development * Train, educate, coach, and support administrative personnel across FSE locations and contracts in effectively managing the daily administrative operations of their individual offices. * Develop practical tools, checklists, procedures, and training materials for administrative personnel. * Provide instruction in purchasing, office organization, document management, onboarding, offboarding, vendor coordination, sub-contracting, communication, recordkeeping, and general administrative processes. * Help administrative personnel develop the knowledge and confidence necessary to function as the primary administrative resource for their location. * Establish consistent administrative standards while recognizing operational differences between contracts and locations. * Serve as an ongoing resource for administrative personnel when questions, process issues, or unusual situations arise. * Identify administrative training needs and coordinate additional instruction or support as appropriate. Bookkeeping and Administrative Financial Support * Train administrative and management personnel on basic bookkeeping processes, job cost coding, contract budgets, funding, and cost control. * Provide guidance and support on invoice preparation, documentation, purchase order reconciliation, coding, receipts, and maintaining accurate and organized financial records, coordinating with Accounting, Payroll, and Operations as needed. * Assist with researching discrepancies and gathering supporting documentation. Operational and Cross Functional Support * Provide administrative and operational support to the Chief Operating Officer and other company leadership as needed. * Work closely with Human Resources and the Director of Human Resources on onboarding, offboarding, employee documentation, administrative processes, and other employee related operational needs. * Assist with developing, documenting, and implementing administrative processes and standard operating procedures. * Identify administrative gaps, process inefficiencies, and opportunities for improvement. * Maintain files, reports, spreadsheets, tracking systems, and operational records. * Help coordinate activities between Operations, Human Resources, Accounting, contract locations, and operational leadership. * Assist with company initiatives, special projects, process improvements, and organizational changes. * Perform other related duties and special projects as assigned. Knowledge, Skills, and Abilities * Strong office management and administrative operations experience. * Ability to organize and manage multiple responsibilities, locations, and competing priorities. * Strong communication and interpersonal skills with the ability to clearly explain processes and expectations. * Comfortable teaching, coaching, and training employees with varying levels of administrative experience. * Ability to develop practical procedures, checklists, training materials, and administrative resources. * Working knowledge of basic bookkeeping and business accounting processes. * Experience with purchasing, purchase orders, invoice documentation, and vendor coordination preferred. * Strong attention to detail, organization, and follow through. * Ability to identify process gaps and implement practical solutions. * Ability to maintain confidentiality and appropriately handle sensitive employee and business information. * Strong working knowledge of Microsoft Office, including Outlook, Word, Excel, and Teams. * Ability to quickly learn company software and administrative systems and effectively train others on their use. * Ability to work independently in a remote environment while maintaining strong communication and collaboration across departments and locations. * Ability and willingness to travel regularly based on business and contract needs. Education and Experience * High school diploma or equivalent required. Associate or bachelor's degree in business administration, accounting, human resources, operations, management or a related field preferred. * Seven or more years of progressively responsible office administration, office management, business operations, or similar experience preferred. * Experience with federal contract administration or government contracting environments strongly preferred. * Demonstrated experience independently managing business operations or administrative processes across multiple departments, contracts, offices, or locations required. * Experience training, coaching, or developing administrative personnel preferred. * Basic bookkeeping or accounting experience preferred. Position Expectations The Senior Business Operations Specialist is expected to become a trusted operational and administrative resource throughout FSE. Success in this position requires more than completing administrative tasks. The individual must understand how FSE's administrative processes work, effectively teach those processes to others, and help administrative personnel become increasingly capable of independently managing their locations. Because the position supports multiple contracts and locations, the Senior Business Operations Specialist must be comfortable working remotely, traveling regularly, building relationships across the organization, and adapting to the operational needs of different offices and contracts. This role requires initiative, sound judgment, strong organization, patience, accountability, and a willingness to step into operational needs and create structure where needed. Work Environment and Travel This position may be performed remotely but requires regular interaction with Corporate leadership, Human Resources, contract management, and administrative personnel throughout the organization. Moderate travel, approximately 30%, is expected and may include visits to FSE contract locations, Corporate offices, employee onboarding activities, administrative training, operational meetings, and other company locations based on business needs. The position requires regular use of computers, phones, and standard office equipment and the ability to work effectively from both remote and onsite environments.
