Director (PE), Water/Wastewater, Austin, TX Halff is seeking an experienced Water/Wastewater Professional to lead and grow our Water/Wastewater practice in Austin, Texas. This strategic leadership role is ideal for a professional with a proven track record of delivering complex water, wastewater, and utility infrastructure projects while building and maintaining strong municipal client relationships throughout Central Texas. The ideal candidate will possess 15+ years of experience managing and delivering water/wastewater and water utility projects, including treatment facilities, pump stations, storage systems, and pipeline infrastructure. Candidates should have an established network of municipal clients and a thorough understanding of regional procurement practices, including rotation lists, on-call contracts, and prequalification programs within Austin and the surrounding communities. What you will do:
- Lead, mentor, and develop multiple Water/Wastewater engineering teams, including Team Leaders and technical staff, fostering a collaborative, innovative, and high-performance culture.
- Lead business development efforts, including identifying project opportunities, developing pursuit strategies, expanding municipal client networks, and strengthening teaming partner relationships.
- Establish performance expectations, conduct evaluations, provide coaching, and support the professional growth of team members.
- Oversee the successful delivery of water and wastewater projects, ensuring they are completed on schedule, within budget, and in accordance with client expectations.
- Direct the planning, design, and execution of complex, large-scale, multi-discipline water and wastewater projects.
- Review and approve engineering designs, calculations, technical reports, and construction documents to ensure quality, accuracy, and compliance with applicable standards and regulations.
- Implement and maintain quality assurance and quality control practices across projects and teams.
- Ensure projects comply with all applicable codes, regulations, safety requirements, and industry best practices.
- Develop project scopes, professional services fees, staffing plans, schedules, and resource projections.
- Monitor project performance, identify risks and challenges, and implement strategic solutions to maintain successful project outcomes.
- Coordinate with clients, stakeholders, teaming partners, and internal project teams to define project requirements and deliverables.
- Serve as a trusted advisor to municipal clients, building and maintaining strong relationships that support long-term partnerships and repeat business.
- Prepare and oversee proposals, presentations, interviews, and contract pursuits, serving as lead professional and project manager on key opportunities.
- Stay informed of emerging technologies, industry trends, and best practices, applying innovative approaches to improve project delivery and client value.
- Drive regional growth by supporting sales initiatives, monitoring key business metrics, and promoting strong financial and operational performance.
- Collaborate across offices and disciplines to support strategic initiatives and ensure the successful execution of Water/Wastewater projects throughout the region.
What you will need:
- Bachelor's or Master's degree in Civil Engineering, Environmental Engineering, or an ABET-accredited equivalent engineering program.
- Professional Engineer (PE) license in the State of Texas.
- 15+ years of experience delivering water/wastewater and utility infrastructure projects, including treatment facilities, pump stations, storage systems, and pipeline infrastructure.
- Proven ability to build and maintain strong client relationships and strategic partnerships.
- Demonstrated success winning projects and serving as a key contributor on project pursuit and delivery teams.
- Strong knowledge of civil engineering principles, practices, and design tools related to water/wastewater infrastructure.
- Working knowledge of applicable local, state, and federal regulations, codes, and industry standards.
- Excellent written, verbal, and interpersonal communication skills, with the ability to effectively engage clients, stakeholders, and multidisciplinary teams.
- Servant leadership mindset with demonstrated success leading, developing, mentoring, and motivating technical staff.
- Proven track record of successfully managing and delivering complex water/wastewater projects, including project planning, administration, budgeting, resource allocation, and team leadership.
- Exceptional problem-solving and decision-making skills with the ability to navigate complex technical and project challenges.
- Ability to collaborate effectively across multiple offices and engineering disciplines.
- Positive attitude, strong initiative, and commitment to continuous learning and professional growth.
- Established professional network within the municipal water/wastewater market.
