Cybersecurity Policy Analyst - Senior Associate

Job Summary: Lafayette Group is seeking a Policy Analyst to support the Cybersecurity Division (CSD) within the Cybersecurity and Infrastructure Security Agency (CISA) in advancing policies and strategic initiatives that enhance the Nation's cybersecurity resilience. The Policy Analyst will provide analytical support to assist clients with the development, coordination, and implementation of cybersecurity policy and programs. This role requires a blend of skills and experience with research and writing, stakeholder engagement, cybersecurity policy, and project management.

Job Responsibilities:
  • Support the development, coordination, review, and implementation of cybersecurity policies, guidance, and strategic initiatives in support of CISA mission priorities.
  • Research and analyze federal cybersecurity policies, Executive Orders, legislation, and government-wide guidance to inform leadership recommendations and policy implementation.
  • Draft policy papers, briefing materials, decision memoranda, reports, and executive correspondence on behalf of senior government leadership.
  • Support coordination with internal and external stakeholders to develop consensus on policy positions and support cross-functional initiatives across CISA and interagency partners.
  • Track policy actions, maintain documentation, and support governance processes, meetings, and working groups related to cybersecurity policy.
  • Provide analytical support to assess the impact of emerging cybersecurity policy issues and operational priorities.
  • Perform project management tasks, including tracking schedules, maintaining action items, and updating project documentation.
  • Support the development of high-quality written work products across areas of responsibility, including strategic plans, assessments and reports, presentations, talking points, fact sheets, and white papers.
  • Assist with client and stakeholder engagement, including preparing for and leading meetings, facilitating planning and data gathering sessions, and developing recommendations for plans, documents, and reports to support client needs.

Required Qualifications:
  • Bachelor's degree in public policy, political science, cybersecurity, homeland security, or a related field.
  • 3+ years of experience supporting federal policy, program analysis, strategy, or management consulting activities.
  • Familiarity or strong interest in federal cybersecurity policy, CISA/DHS guidance, or related government policy frameworks.
  • Strong written and verbal communication skills with demonstrated ability to prepare executive-level products.
  • Excellent critical thinking skills with the ability to remain open-minded, flexible and curious regarding problem-solving approach.
  • Ability to build relationships and network effectively with all levels of staff, including senior leadership, both internal and on the client site.
  • Ability to take initiative and work independently while maintaining excellent communication with project leadership.
  • Ability to manage time effectively to meet deadlines, adhere to project plans, and work on several projects simultaneously; strong organizational skills and attention to detail.
  • Familiarity with project management concepts and tools.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel, SharePoint).
  • Ability to obtain DHS CISA Entry on Duty (EOD).

Desired Qualifications:
  • Experience with national-level stakeholder engagement, preferably with a focus on cyber policy and/or defense.
  • Experience coordinating with multiple stakeholders and supporting meetings, working groups, or communications forums.
  • Experience and understanding of recent federal cyber policies, mandates, and Executive Orders, as well as general understanding of federal cybersecurity frameworks, including NIST Cybersecurity Framework and Risk Management Framework (RMF).
  • Prior consulting or program support experience with DHS, CISA, or other federal cybersecurity organizations.

Location: Hybrid, Arlington, VA

Federal Contracts: This position involves working on federal contracts that require all workers on the contract to be U.S. Citizens. Additionally, some contracts may require the ability to obtain a security clearance.

Salary Range:
$75,000 - $90,000
