Harkcon is seeking a mission-focused professional to support CISA International in advancing international cybersecurity, critical infrastructure security, resilience, and emergency communications priorities.

The SME Program Manager serves as Harkcon's on-site Project Manager and single point of contact to the Contracting Officer and Contracting Officer's Representative. The Program Manager directs all contractor work, provides overall leadership to the team, and ensures the timely, high-quality delivery of CISA International mission support services.

Location: National Capital Region. Hybrid telework and work at DHS/CISA, 4200 Wilson Boulevard, Arlington, Virginia 22203.

Security and Suitability: Active Top Secret clearance with Sensitive Compartmented Information access required and must be maintained throughout employment.

Key Responsibilities

  • Manage task-order scope, schedule, cost, quality, staffing, risk, subcontractor coordination, and deliverable performance.
  • Serve as Harkcon's single point of contact to the Contracting Officer and Contracting Officer's Representative and provide overall direction to contractor personnel.
  • Prepare and maintain the Project Management Plan, including the work breakdown structure, organizational relationships, management controls, quality assurance, configuration management, risk management, and subcontractor management processes.
  • Prepare the task-order kickoff agenda and briefing; document meeting minutes and action items; and maintain follow-through on Government direction.
  • Prepare and deliver Monthly Status Reports and participate in monthly Program Management Reviews, addressing progress, staffing, attrition, schedule, funding and expenditure status, invoicing, risks, mitigation actions, and recommendations.
  • Maintain and update the staffing plan, including personnel availability, retention, and continuity strategies.
  • Develop and annually update the Business Continuity Plan and ensure continuity of essential contract support during emergencies.
  • Provide strategic advice, technical guidance, analysis, and recommendations that strengthen CISA International's mission support and program operations.

Required Qualifications

  • Bachelor's degree or higher.
  • At least eight years of relevant experience supporting complex programs, projects, mission operations, or comparable federal engagements.
  • Demonstrated ability to provide strategic advice, technical guidance, and expertise to program and project staff.
  • Experience managing staffing, quality, cost, schedule, risk, reporting, and deliverables in a complex federal environment.
  • Ability to analyze mission-critical challenges, define client needs, lead data-gathering activities, and recommend practical improvements.
  • Ability to read, write, speak, and understand English and communicate effectively with senior Government and contractor stakeholders.
  • Availability to the Contracting Officer's Representative by telephone from 8:30 a.m. to 5:30 p.m. Eastern, Monday through Friday, and ability to respond to requests for discussion or resolution of technical problems within four hours of notification.

Preferred Qualifications

  • Program Management Professional, FAC-P/PM, Defense Acquisition Workforce Improvement Act, or comparable program or project management certification.
  • Experience managing federal professional-services contracts with key personnel, classified support, and subcontractor responsibilities.
  • Experience supporting international affairs, cybersecurity, critical infrastructure, stakeholder engagement, interagency coordination, or national-security missions.

Additional Details

  • This is a full-time position, estimated at 1,912 hours per contract year, unless otherwise stated in the posting.
  • Work is generally performed Monday through Friday during core business hours. Support outside normal business hours, including weekends or holidays, may occasionally be required to support mission needs.
  • Domestic and international travel may be required. Government-directed reimbursable travel requires advance approval.
