Location: DC, MD, VA (DMV region) Clearance Requirement: Eligible to obtain and maintain a Public Trust Clearance Citizenship: U.S. Citizen or Green Card Holder Position Overview We are seeking a mid-level Change Management Business Analyst to support a large-scale government systems modernization initiative. This individual will play a key role in preparing end users for adoption of a new budgeting and financial management platform through training, change management, user support, and documentation development. The ideal candidate combines strong communication and customer-facing skills with experience creating end-user training materials, procedural documentation, and change management deliverables. This role will interact directly with stakeholders and end users while also working behind the scenes to develop user guides, SOPs, and training content.
Key Responsibilities
- Support organizational change management activities associated with a new enterprise budgeting system implementation.
- Learn and become proficient in the new platform in order to train and support end users.
- Develop training materials, user guides, job aids, SOPs, and other end-user documentation.
- Create clear, professional documentation that includes screenshots, step-by-step instructions, process flows, and visual aids.
- Deliver training sessions and provide one-on-one user support.
- Collaborate with project team members, business stakeholders, and end users to identify training and communication needs.
- Assist with user adoption and readiness activities.
- Gather feedback from users and recommend improvements to training content and support materials.
- Ensure all deliverables align with established templates, standards, and quality expectations.
- Utilize PowerPoint and other presentation tools to create engaging training and communication materials.
Required Qualifications
- 3-7 years of experience in Change Management, Business Analysis, Training, User Adoption, or related roles.
- Experience supporting software implementations, system rollouts, or digital transformation initiatives.
- Demonstrated experience developing and delivering end-user training.
- Strong customer-facing and stakeholder engagement skills.
- Experience creating user guides, job aids, procedural documentation, or training materials.
- Excellent written and verbal communication skills.
- Strong attention to detail and ability to follow established templates and documentation standards.
- Proficiency with Microsoft Office Suite, particularly PowerPoint.
- Ability to work independently and effectively in a remote environment.
- Ability to obtain and maintain a Public Trust Clearance.
Preferred Qualifications
- Experience supporting budgeting, financial management, ERP, or related business systems.
- Understanding of budget planning, financial processes, or government budgeting concepts.
- Technical writing experience, including SOP development and process documentation.
- Experience creating visually appealing training and communication materials utilizing graphics, screenshots, and workflow illustrations.
- Prior experience supporting federal government clients.
- Familiarity with change management methodologies and user adoption best practices.
