PCG is seeking a Labor Agreement Analyst in their Corporate office located in Lenexa, KS. The Labor Agreement Analyst is a key role within the Corporate Legal Department responsible for the analysis, i administration, and compliance monitoring of the company's labor agreement portfolio (Collective Bargaining Agreements, National Maintenance Agreements, Project Labor Agreements, Letters of Assignment, Memorandums of Understanding, travel agreements, and other union-related contract documents).
This role reports to the Assistant General Counsel and serves as the Legal Department's primary resource for union labor agreement matters at scale - building and maintaining the centralized system of record, reviewing agreement terms for legal and operational risk, monitoring compliance, and providing the data and analysis that support the Vice President of Operations Programs and Directors of Labor Relations' work with unions and in collective bargaining. The duties of this role complement the operations of the Directors of Labor Relations along an internal/external line: this role owns internal-facing analysis, documentation, and compliance monitoring, while the Directors own external union relationships, negotiation, and dispute resolution. Training delivery to operations personnel is shared between the two roles.
Salary Range: $80,000 - $106,000 annual salary plus non-guaranteed annualized bonus program.
Essential Functions
Labor Agreement Portfolio & Database Management
- Design, build, and maintain the centralized database/tracking system covering all CBAs, NMAs, PLAs, LOAs, MOUs, travel agreements, and related documents, with a consistent data structure (key terms, wage/fringe schedules, renewal triggers, jurisdictional scope, subcontracting restrictions) so the full portfolio is queryable and reportable at any time.
- Maintain accurate, organized, and current records of agreements, amendments, and related contract documents; manage document retention (paper and electronic) in accordance with legal and organizational requirements.
- Track renewal dates, wage increases, expirations, and negotiation timelines across all agreements, and advise operations and the Director of Labor Relations of upcoming renewals with sufficient lead time to act.
Legal Analysis, Interpretation & Compliance Monitoring
- Review and analyze CBAs and related union contract documents for both legal risk and practical operational impact.
- Monitor company and workforce adherence to established labor agreements; review employer practices and employee data (wages, hours, working conditions) against contractual obligations.
- Identify inconsistencies, ambiguities, unusual provisions, and legal/operational risk within existing or proposed agreements; assess risk levels and recommend mitigation.
- Develop and maintain contract-interpretation guidance, issue-spotting tools, and reference materials for use by Legal, Labor Relations, and operations.
- Monitor contingent/subcontracted labor compliance and practices against contractual and regulatory requirements.
Contract Administration
- Provide practical guidance to Legal, Labor Relations, and operations/branch leadership on agreement obligations, work rules, jurisdictional issues, subcontracting restrictions, travel provisions, and grievance procedures.
- Provide contract administration advisory support to management, ensuring compliance with contractual obligations and regulatory standards.
Analytical Support for Bargaining Strategy
- Provide the Vice President of Operations Programs with contract-comparison data, trend analysis across agreements, and risk/financial impact summaries to inform (not set) bargaining strategy and negotiation positions.
- Track trends and recurring issues across agreements to support enterprise-wide labor strategy developed by the Vice President Operations Programs.
Training & Reporting
- Conduct training sessions for operations personnel on collective bargaining rules-working rules, hours, and wages - and on Letters of Assignment, MOUs, and other contract-related documents, in coordination with the Director of Labor Relations, who leads training on union relations and negotiation techniques.
- Prepare reports and summaries for Legal, Labor Relations, and company leadership on agreement status, renewals, wage increases, key contract terms, and risks.
- Support Finance, Payroll, Human Resources, and Risk Management with labor agreement data needed for business planning, market entry, project pursuits, and prequalification responses.
- Assist with special projects related to labor strategy, contract administration, work preservation, and enterprise labor risk management.
Principal Accountabilities
- A complete, accurate, and current centralized record of the company's labor agreement portfolio.
- Timely identification of upcoming renewals, wage changes, contract risks, and compliance gaps.
- Reliable analytical support for collective bargaining strategy and negotiations led by the Director of Labor Relations.
- Improved consistency in the company's interpretation and administration of union labor agreements.
- Reduction of legal, operational, and financial risk associated with labor agreement administration.
Qualifications
Required Qualifications
- Bachelor's degree in business, labor relations, human resources, construction management, legal studies, industrial relations, or a related field, or equivalent combination of education and relevant experience.
- Significant experience reviewing, interpreting, administering, or supporting collective bargaining agreements or other labor agreements.
- Strong understanding of union labor environments, collective bargaining concepts, contract administration, grievance processes, and labor relations practices.
- Demonstrated ability to analyze complex contract language and translate it into practical guidance for business and operations stakeholders.
- Strong written and verbal communication skills, including the ability to draft clear correspondence, summaries, reports, and internal guidance materials.
- Excellent analytical, issue-spotting, organizational, and problem-solving skills.
- Ability to manage multiple priorities, deadlines, agreements, and stakeholders in a dynamic business environment.
- High attention to detail and ability to maintain accurate records involving complex contract terms, deadlines, wage schedules, and related obligations.
- Proficiency with Microsoft Office applications and ability to learn contract management, matter management, database, or reporting systems.
- Ability to handle confidential and sensitive labor relations information with appropriate discretion.
Preferred Qualifications
- Experience in the construction industry, specialty subcontracting, industrial maintenance, or another unionized project-based environment.
- Experience with CBAs, NMAs, PLAs, letters of assignment, MOUs, travel agreements, wage/fringe schedules, jurisdictional disputes, or union trust fund issues.
- Experience building, administering, or maintaining a contract database or tracking system.
- Experience developing contract summaries, dashboards, compliance tools, process documentation, or training materials.
- Familiarity with multi-state or national union labor operations.
- Paralegal, labor relations, human resources, or legal operations experience supporting employment, labor, or construction-related matters.
