Plan and coordinate the activities of multi-functional geographical service delivery teams that combine building, plumbing, and mechanical trades inspectors to ensure consistency in policies and procedures of all construction governed by State and City Building Codes.

Job Duties and Responsibilities

- Responsible for managing all Construction Code inspection activities, including supervising construction inspection activities in geographical sectors by planning, directing and evaluating the work of District Supervisors and building, mechanical, and plumbing inspectors.
- Evaluate performance of District Supervisors and inspectors through ride-alongs, site visits, meetings and performance appraisals to ensure that all inspections are done in accordance with applicable codes, procedures, policies, and performance measures.
- Create, implement and administer special citywide inspection programs by designing procedures and policies to meet established CPED and City goals.
- Work with all permit holders and stakeholders, including neighborhood groups and their representatives, by attending scheduled meetings and sharing information to ensure code enforcement and inspection efforts are delivered and focused.
- Assist in the development of business case presentations, work rules, policy and procedures, budget initiatives, and performance measures.
- Respond to emergency situations such as fires, explosions, structural collapses, etc. to assess the situation and coordinate corrective actions with other emergency response personnel.
- Respond to constituent complaints by investigating, conducting site visits, making recommendations, issuing orders and communicating the results with affected parties.
- Coordinate and manage employee training for continuing education needed for staff to maintain required qualifications; Provide oversight of all staff training expenditures.
- Assist the Building Official in the review of requested building code alternatives for design and materials, code interpretations, and modifications to ensure code equivalency is met.
- Provide routine interpretations of code and ordinance requirements consistent with the divisions policies that don't require a formal request.
- Represent the division in public meetings, public relations efforts, special assessment appeal hearings, etc., including communications with elected officials, stakeholders and the media by disseminating accurate information to educate the public and foster positive public relations and cooperation.
- Participate in code development process at State and National levels.
- Manage the CCS Uniform Policy for inspectors including approving authorized clothing and working with the selected uniform vendor to ensure staff needs are met.
- Authorize payments for Emergency Demolitions and Repairs, and re-imbursements from Finance for compliant property owners who have completed repair, satisfying State Statute 65A.50.
- Manage the CCS fleet in conjunction with Public Works Fleet Service Division, including assessing vehicle needs, procurement and maintenance efforts.
- Manage the use of the CCS Inspections Hawthorne facility in conjunction with Property Services and/or Public Works Parking Services.
Working Conditions: Combination office and field work.

Required Qualifications

MINIMUM EDUCATION Bachelor's Degree in Construction Management, Engineering, Architecture, a related field or equivalent (Various combinations of training and experience can qualify for this position)
MINIMUM EXPERIENCE Seven years of experience in construction code enforcement or building design and/or construction, that have included a minimum of three years of progressively responsible management experience
LICENSES / CERTIFICATIONS State of Minnesota Building Official Certification International Code Council Certification for Inspector or Plan Examiner Valid Driver's License Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire six (6) months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
-
- Registration as an architect or engineer with the State of Minnesota is desirable.
- Knowledge of State Building Codes, related statutes and ordinances and the principles and practices that apply to enforcement and inspections; including principles and practices of regulatory administration.
- Knowledge of construction and building design, including building, electrical, elevator, plumbing and mechanical codes and ordinances used in the City of Minneapolis.
- Considerable knowledge of legal procedures related to the enforcement of building and zoning ordinances.
- Understanding of the Minneapolis Housing Maintenance Code, Minneapolis Zoning Code and related ordinances.
- Ability to negotiate and resolve problems and to remain calm, focused and decisive in stressful environments and manage critical situations.
- Ability to interact and work effectively with diverse individuals and communities.
- Ability to interpret and explain code requirements clearly and in non-technical language to the public as well as in technical terms to other professionals.
- Ability to clearly document any discussions and approvals relating to code modifications, equivalencies, alternate construction methods or materials or any other deviation from generally accepted construction practice.
- Ability to review and analyze project implementation proposals from policy, financial and technical perspectives.
