JOB PURPOSE

The IT Procurement and Asset Manager owns the end-to-end IT procurement, vendor management, and asset management functions for Endeavors. This role is accountable for how technology is purchased, received, tracked, deployed, and retired across all locations, ensuring accuracy, cost-effectiveness, compliance, and operational efficiency throughout the asset lifecycle.

The position leads the centralization of IT equipment management through the organization's central warehouse, oversees the commercial management of IT vendor agreements, and supervises the IT Asset Analyst.

Reporting to the Senior Director of IT Operations, this position has the authority to establish and enforce IT procurement and asset management standards across all Endeavors locations in alignment with approved policies. The role works closely with the IT Service Desk, platform and service owners, Finance, Legal, and program leadership to ensure technology resources are delivered efficiently to programs, including supporting rapid deployment for new program launches and emergency operations.

Qualifications
ESSENTIAL JOB RESPONSIBILITIES
IT Procurement & Vendor Management

  • Own the end-to-end IT procurement process, from request intake, sourcing, and quoting through purchase, receiving, and delivery, ensuring acquisitions are cost-effective, compliant with approved standards, and completed within established service levels.
  • Manage supplier relationships and vendor performance for hardware, software, and technology service providers, pursuing opportunities for cost reduction, vendor consolidation, and improved contractual terms.
  • Oversee the commercial management of all IT vendor agreements, including enterprise platform and managed-service contracts. Maintain contract records and renewal calendars and lead contract renewal negotiations.
  • Coordinate the intake and review of new technology vendors and agreements. Ensure contracts involving client data, data sharing, or system access are routed through Legal and IT Security for review and approval.
  • Maintain the IT vendor and contract register and ensure accurate documentation of vendor relationships and obligations.


IT Asset & Inventory Management

  • Establish, operate, and enforce centralized receiving, staging, inventory control, and distribution processes for IT equipment through the central warehouse, transitioning all locations to warehouse-managed inventory.
  • Own the complete IT asset lifecycle, including receiving, tagging, assignment, deployment, return, redeployment, and disposal of technology assets.
  • Maintain accurate asset records within the organization's IT Service Management (ITSM) platform, replacing manual tracking methods with automated lifecycle management.
  • Serve as the process owner for ServiceNow Hardware Asset Management (HAM) and Software Asset Management (SAM) modules, ensuring data integrity, lifecycle workflow effectiveness, and reconciliation with discovery and endpoint management systems.
  • Own software asset management activities, including license tracking, compliance monitoring, renewal true-ups, and reclamation of unused licenses.
  • Maintain inventory and disposition records for grant-funded equipment in accordance with applicable funding requirements.
  • Ensure the secure disposition of retired equipment through data sanitization methods aligned with NIST SP 800-88 standards, including chain-of-custody documentation and certificates of destruction.


Financial & Operational Oversight

  • Prepare and submit vendor invoices for approval in accordance with segregation-of-duties requirements.
  • Reconcile invoices against purchase orders and receiving records and resolve discrepancies with vendors and Finance.
  • Provide accurate spending, contract renewal, and asset data to support budgeting, financial forecasting, and grant cost allocation activities.
  • Establish and report key performance indicators (KPIs), including procurement cycle times, inventory accuracy rates, contract renewals, and cost savings initiatives.


Service Delivery & Program Support

  • Partner with the IT Service Desk to manage equipment deployment, returns, and fulfillment activities through established service management workflows and service-level expectations.
  • Support rapid procurement, staging, and deployment of technology resources for new program launches, contract awards, emergency response efforts, and disaster operations, including maintaining ready-to-deploy inventory.
  • Collaborate with IT service owners, Finance, Legal, Security, and program leadership to ensure timely and effective technology delivery across the organization.


Leadership & Process Improvement

  • Develop, document, implement, and enforce IT procurement and asset management standards across all locations in alignment with approved organizational policies.
  • Drive adoption of standardized practices by partnering with program and site leadership throughout the organization.
  • Supervise, coach, and develop the IT Asset Analyst by setting clear expectations, providing ongoing feedback, and managing performance.
  • Apply ITIL best practices for request, asset, and configuration management, while continuously identifying and implementing process improvements.
  • Perform other duties as assigned.

ESSENTIAL QUALIFICATIONS
Education

Bachelor's degree in Business Administration, Supply Chain Management, Information Technology, or a related field; or an equivalent combination of education and relevant experience.


Experience

  • Demonstrated success managing IT procurement, vendor management, and asset management functions within a multi-site organization.
  • Four (4) or more years of experience in IT procurement, IT asset management, or vendor management.
  • Two (2) or more years of supervisory or team leadership experience.
  • Three (3) or more years of experience managing hardware and software vendor contracts, renewals, and negotiations.
  • Experience with IT Asset Management (ITAM) and Software Asset Management (SAM) tools and practices; ServiceNow HAM/SAM experience strongly preferred.
  • Experience with inventory management, receiving operations, and warehouse processes across multiple locations preferred.
  • Experience processing invoices and working with accounts payable functions within an accounting system; Sage Intacct experience preferred.
  • Experience leading organizational process changes and driving adoption among teams outside direct reporting relationships.
  • Working knowledge of ITIL principles and IT Service Management (ITSM) platforms.
  • Familiarity with Microsoft 365 and endpoint management solutions, including Microsoft Intune.
  • Knowledge of secure data sanitization and disposal standards, including NIST SP 800-88.
  • Experience in nonprofit, grant-funded, or public-sector environments preferred, including equipment tracking for grant compliance.
  • Strong analytical, reporting, and advanced Microsoft Excel skills.
  • Excellent communication, negotiation, interpersonal, organizational, and leadership abilities.

Must maintain regular and acceptable attendance as determined by organizational requirements.


Licenses

Valid driver's license with an acceptable driving record.


Transportation

Must have daily access to reliable transportation without prior notice.


Other Requirements

Must be available and willing to travel to various locations as business needs dictate.
