Job Summary

Responsible for the financial oversight of a progressive and active department, which includes the Network of Affiliated Residency Training Programs and extramural grants and contracts, with an annual operating budget of approximately $7 million and extramural grants and contracts of $2 million. Develop and monitor the complex multi-funding sourced annual budget; Maintain, document and manage fiscal processes including purchasing, payroll, and general ledger, travel accounting, grant accounting, budgeting and forecasting. Conduct independent financial analyses and review relating to: 1) payroll expense 2) revenue streams and revenue procurement, 3) new programs, 4) financial performance improvement, 5) monthly budget variances and 6) ad-hoc needs in the department. In conjunction with the Business Operations Manager, represent the fiscal affairs of the department in interactions and negotiations. Responsible for monthly reconciliation of general funds, investment funds, compensation plan funds and grant funds. Ensure collections of receivables are followed up on a timely basis. Design database systems as required to supplement UCDH systems. Ensure compliance with university, campus, UCDH and extramural funding agencies' fiscal and accounting policies and procedures. Provide leadership for accounting and financial staff.

Minimum Qualifications

  • Bachelor's degree in accounting/finance, business, or other related fields and/or equivalent experience/training.
  • Experience with budget preparation and management, budget analysis and forecasting to control complex budgets and recognize potential problems.
  • Experience and knowledge in budget preparation, analysis and forecasting with ability to control complex budgets and recognize potential problems.
  • Supervisory experience and leadership skills to effectively delegate tasks, set performance standards, evaluate performance, train, and motivate staff.
  • Leadership experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and University accounting policies and procedures. * Knowledge of federal and/or private grant budgeting, financial reporting and policies regarding use of grant funds. * Demonstrated experience and working knowledge of financial, budget, and payroll systems, or similarly complex administrative systems. * Excellent interpersonal communication skills and experience to effectively and professionally communicate verbally and in writing. * Skill to plan and anticipate operational needs, forecast deadlines, set objective/goals, coordinate/delegate work assignments, and facilitate program needs.

Preferred Qualifications

  • Master's degree in business administration, public administration or other related fields.
  • Knowledge and experience with UC Path, Kuali/KFS, AggieBudget, Cognos, AggieBuy, AggieService, a plus. Knowledge and ability to design and implement effective accounting systems, databases, and related procedures.

Department Overview

The Department of Family and Community Medicine has approximately 27 faculty, 48 residents and fellows, 10 staff (career, casual, casual restricted), and 30+ Volunteer Clinical Faculty. The Department provides patient care in the Ellison building and Federally Qualified Healthcare Centers (One Community/Sacramento County). In addition, patient care is provided on labor and delivery.
