Job Description
POSITION SUMMARY: This position provides Human Resources (HR) administrative and operational support, maintaining strict confidentiality with all company and employee information and data, and, under the direct oversight and guidance from the Human Resources Business Partners (HRBP) complying with federal, state, and local employment laws and regulations in all aspects of assigned scope of duties.
DUTIES AND RESPONSIBILITIES



  • Creates, maintains, and files (electronic and/or hard copy) all personnel records of current and former employees ensuring confidentiality is strictly maintained by securing files and complying with all local, state, and federal requirements
  • Prepares, verifies, and organizes employee documentation for filing into personnel records according to HR guidelines and procedures, consistent with company procedures and applicable laws and regulations
  • Provides, makes copies, and tracks documents requested for program and service area audits
  • Handles confidential information and requests within standard operating procedures, code of conduct, and consistent with confidentiality policies and applicable state and federal regulations
  • Assists the HR Department with various research and special projects as needed; provides back up support to HR staff as needed and appropriate
  • Takes employees' questions and concerns when employees arrive at the Vineland Administration office when other HR staff are unavailable to bring those inquiries to the HRBPs and appropriately redirects employees regarding inquiries to Payroll, Benefits, Talent Acquisition, and any other internal department as needed
  • Reaches out via email or other electronic channels or by telephone for follow up to ensure employees have correct resources to assist them in any HR function, including, but not limited to benefits, payroll, and general HR needs
  • Under the direction of the HR staff, works to support service area and support department supervisors and managers, quality improvement, finance, and other key employees with file requests for employee file reviews and regulatory and compliance audits
  • Organizes and communicates incoming Unemployment Compensation notifications; coordinates and submits requests and responses in conjunction with service areas/departments and the HRBPs
  • Under the direction of Employee Relations, collects requested information and invoices for documentation submissions in response to subpoenas for employee records
  • Ensures the timely completion and accuracy of all I-9 Employment Eligibility Verification Forms for current and termed employees for the employee's record in accordance with federal guidelines as well as completes I-9 audits as needed/requested
  • Provides support to the HR staff as needed including but not limited to assisting with leaves of absence requests from operations and program leadership; processes and logs disciplinary actions; processes requests for employment verifications following company policy
  • Maintains current state-mandated training and certifications
  • Follows all current policies and procedures of Elwyn New Jersey
  • Cooperates with Elwyn New Jersey and the State of New Jersey Department of Human Services, or any other authorized investigating body during an inspection or investigation
  • Performs other duties as assigned



EDUCATION/SKILLS/EXPERIENCE REQUIREMENTS:



  • High school diploma or equivalent; associate or bachelor's degree in business administration, human resources, administrative services, or related field preferred
  • One (1) year of experience working in the HR field or in an office environment with document management experience including creating and maintaining large filing systems; experience with creation and ongoing maintenance of employee records highly preferred
  • Experience with electronic filing systems preferred
  • Unwavering strong ability to handle highly confidential materials consistent with organization policy and applicable laws, including the Health Insurance Portability and Accountability Act (HIPAA)
  • Experience with ADP Enterprise platform or other Human Resources Information System (HRIS) software preferred
  • Knowledge of employee file storage inventory, best practices, and methodologies preferred
  • Non-profit human service experience preferred
  • Experience working within a union environment preferred
  • Demonstrated ability to work effectively as part of a team
  • Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
  • Demonstrated strong attention to detail
  • Demonstrated strong time management and organizational skills
  • Demonstrated excellent judgment with the ability to independently solve problems and make decisions in coordination with HR Director or HR Generalist
  • Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint; report-writer experience preferred
  • Must submit to a criminal background check and be determined to be not disqualified by the New Jersey Department of Human Services prior to working with individuals served
  • Must agree to have their name checked against the New Jersey Central Registry of Offenders Against Individuals with Developmental Disabilities and NJ Child Abuse Registry (CARI)
