JOB SUMMARY: The Senior Program Manager - Operations provides comprehensive management of assigned shelter programs for 801 East Shelter. This entails the Low Barrier (LBS), Work Bed (WB), Senior Medically Frail (SMF) and Respite (RS) Programs to ensure that each of the programs and services are compliant with best practice standards, contract and grant requirements, and agency practices and procedures. Oversees fiscal, operational, administrative, staff management, and quality practices of all assigned program; and establishes a working relationship with external community partners. Position reports to the Program Director, 801 East Collaborative.

SUPERVISORY RESPONSIBILITIES: Provides administrative supervision for up to 3 FTEs and functional supervision to 85 FTEs.

ESSENTIAL DUTIES and RESPONSIBILITIES:



  • Manages and oversees the administrative and daily operations of 801 East Shelter, LBS, WB, SMF, RS programs in support of overall program goals and objectives.
  • Provides leadership and direction to all program staff, consultants, and volunteers; oversee staff supervision, which includes hiring, performance evaluation, training, and professional development.

  • Works collaboratively with Program Director to set standards for customer service and workplace culture; conduct regular staff meetings; ensure program policies and procedures are effectively communicated to clients and staff.



  • Manages program operations budget and expenditures, in collaboration with the Program Director, to ensure that available funds and resources are used efficiently.



  • Oversees and maintains quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.


  • Monitors and proactively collaborates with vendor staff and vendor leaders onsite to include but not limited to security, food delivery, janitorial services, IT Services, and maintenance.
  • Performs other job-related duties as assigned.


EDUCATION and EXPERIENCE:



  • Master's degree in human services field required.

    • Social work degrees, social work licensure in the appropriate jurisdiction is required.
    • Professional Counseling degrees, professional counseling licensure in appropriate jurisdiction is required.


  • 4 years of management experience in the human service field.
  • 4 years of experience working with clients or programs that serve individuals or families experiencing homelessness, behavioral health, substance abuse or chronic health challenges.
  • Have a valid local driver's license.


SKILLS and COMPETENCIES:



  • Knowledge of management principles and practices, budgeting and fiscal management principles.
  • Skills in analyzing and interpreting policies, contractual language, and financial Reports. Microsoft Office skills: MS360, Word, Excel, Outlook and Teams.
