General Responsibilities
The associate registrar serves as a key member of the Office of Records, Registration and Veterans' Affairs ( RRVA) team and provides input to the registrar on strategic planning, enrollment management, budget development and planning, curriculum review, emergency preparedness, state and federal compliance, core work enhancement, performance management, student record and data management and statistical analysis, presentation, reporting, and outcomes assessment. This position oversees RRVA operations and student-facing registration services. The associate registrar also supervises the graduation and commencement specialist, is directly responsible for all graduation clearances, and co-chairs the commencement planning team including preparation, budget requests, and the execution of commencement and related events. Along with the registrar, the associate registrar works closely with other college units on various processes and projects.
Work Performed
Assists in the administration of the student academic records process including creation, maintenance, update, security, and integrity of official student academic records in all formats for credit and noncredit students, as recorded in the student information system and digital imaging.
Oversees RRVA operations, the student registration process, and records and registration-related first points of contact to include email, phone, and walk-in services. Ensures high quality customer service within a diverse campus community. Researches and resolves escalated customer service issues.
Manages the administration of residency procedures and determines outcome of residency appeals. Oversees record management related to residency mismatches and coordinates with enrollment services and finance to ensure accurate residency classifications.
Manages administration of graduation clearance processes; oversees the production and certification of degrees and awards.
Manages the coordination of the annual commencement ceremony as co-chair of the commencement committee. Oversees the organization of all logistics and budget requests, communication to campus constituencies, development and implementation of specialized programs for graduates, arranges contracts and other business with vendors, and is a major contributor in the preparation of the commencement program and script.
Coordinates technology implementations and enhancements related to office processes and works closely with information technology and other units to accomplish this work.
Coordinates and disseminates enrollment, graduation, and commencement communication plans via various forms of media including the college's website, email, learning management system, campus digital and print materials, and the student portal. Supports Public Relations & Marketing advertising and marketing initiatives. Coordinates with other departments on communication plans. Prepares data and reporting on communications.
Coordinates the college's drop for non-payment and failed requisites drop processes.
Administers waitlist functionality. Coordinates with academic divisions on waitlist setup and enhancements.
Prepares data for enrollment and graduation information submission processes, including state and federal reporting. Performs data queries and answers ad hoc report requests.
Monitors regulatory and legislative updates and develops appropriate changes ensuring internal office procedure manuals remain current; contributes updates to college policies and procedures and other official publications.
Supports grade collection, resolution of grade discrepancies and omissions, NA reporting, and other student record processes.
Contributes to strategic planning and outcomes assessments, enrollment management, budget development, emergency preparedness, the Family Educational Rights and Privacy Act ( FERPA), Title IV, and Title IX; core work enhancement; and performance management, including hiring, training, and staff development.
Contributes to the preparation of portions of the web, schedule of classes, catalog, and registration documents and other publications, supporting FERPA, NJCAA, Title IV, Title IX, and other compliance efforts in the office and across the college.
Attends constituency groups and serves on cross-functional committees at the request of the registrar.
Updates professional knowledge by attending professional meetings, conferences, and training sessions. Represents college at MACC affinity group, the American Association of Collegiate Registrars and Admissions Officers, the Middle States Association of Collegiate Registrars and Admissions Officers, and the Chesapeake and Potomac Association of Collegiate Registrars and Admissions Officers meetings.
May be required to perform other duties as assigned and may include any of the functions within RRVA.

Other Knowledge Required
Bachelor's degree required; master's degree preferred. Five years of prior experience in collegiate enrollment or student services, student information systems, or related area required. Prior supervisory experience in a high volume, fast-paced, customer service oriented unit required. Experience coordinating large-scale events strongly preferred. Outstanding technology skills required, including excellent knowledge of student information systems (Ellucian Colleague preferred), and other technology applications, including online registration systems, Windows, MS Office, querying and business intelligence software, digital imaging, website maintenance, and other applications. Enhanced knowledge of registration processes and systems, state and federal reporting, and enrollment management preferred. Outstanding decision making, problem solving, project management, organization skills, and research abilities required. Excellent verbal and written communication skills required. Requires ability to develop, identify, and manage multiple priorities in a fast-paced, deadline driven environment while providing exemplary customer service a must. Strong working knowledge of FERPA required.
Working Conditions
Frequent extended hours; fast paced, busy, deadline driven, with continual interruptions requiring concurrent management of numerous assignments and responsibilities. Frequent high stress conditions. Occasional travel, sometimes distant. Willingness to work remotely when necessary.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
