Description

This position will be on-site for the first 6 months, then will move to a hybrid status.

We are seeking a Prevailing Wage Specialist to join our team! In this role, you will process, analyze, and ensure compliance with Prevailing Wage Law, focusing on certified payroll processes and California's prevailing wage regulations. This role involves working closely with internal teams and external agencies and becoming a subject matter expert in prevailing wage compliance.

The ideal candidate will manage certified payrolls, monitor ongoing projects, and develop integrated reporting throughout the life of construction projects. You will also collaborate with project managers and the payroll team to evaluate program operations and milestones. This position will be 90% focused on prevailing wage-related tasks, with 10% cross-training on other payroll duties.

Key Responsibilities:

Certified Payroll Management:



  • Prepare and submit certified payroll reports in compliance with federal, state, and local regulations.
  • Review payroll submissions to ensure accuracy and adherence to prevailing wage standards.
  • Maintain timely and accurate reporting to relevant agencies.


Compliance Monitoring:



  • Stay up to date on California prevailing wage laws and regulations.
  • Become an expert in Project Labor Agreements (PLAs), which set employment terms, including wages, hours, and work rules.
  • Conduct payroll audits and work hours reviews to ensure compliance with prevailing wage standards.
  • Assist in resolving compliance issues related to payroll or prevailing wage.


Expert Development:



  • Participate in ongoing training and professional development to enhance expertise in California prevailing wage laws.
  • Attend workshops, seminars, and industry conferences to stay current with best practices and regulations.


Support and Guidance:



  • Provide guidance to project managers and staff regarding prevailing wage requirements.
  • Assist in preparing documentation for public works projects to ensure compliance with prevailing wage regulations.


Reporting and Documentation:



  • Maintain accurate payroll records, compliance audits, and related documentation.
  • Prepare reports and analyses on prevailing wage compliance for management review.


Collaboration:



  • Work closely with HR, finance, and project management teams to ensure prevailing wage practices are seamlessly integrated.
  • Act as a point of contact for internal teams and external agencies regarding prevailing wage inquiries.


Other Responsibilities:



  • Serve as the prevailing wage liaison between field employees and the internal payroll team.
  • Collaborate with the Department of Labor & Industries to clarify and correct processes, including resolving Intent & Affidavit issues.


Qualifications

Experience:



  • Minimum of 2 years of experience in payroll processing or compliance, preferably in construction or public works.
  • Familiarity with prevailing wage laws and certified payroll processes is highly desirable.
  • Experience with California Prevailing Wage and/or Project Labor Agreements (PLAs) is preferred.
  • Strong attention to detail, organizational, and time management skills.
  • Experience with Department of Labor & Industries (DOLI), Bureau of Labor & Industry (BOLI), and Department of Industrial Relations (DIR) websites for filing intents, affidavits, and certified payroll submissions.


Certifications:



  • Certification in payroll processing (CPP or FPC) is a plus.
  • Certification in Prevailing Wage is a significant advantage.
  • Commitment to pursuing additional training in prevailing wage regulations.

  • Proficient in payroll software and Microsoft Office Suite.
  • Excellent communication and interpersonal skills.
  • Outstanding internal customer service skills.
