Supervisory Responsibilities:



  • Recovery Specialist Supervisor


Job Summary: The Program Director is a senior member of the Bay Cove's Addiction and Homeless Services Division. The Program Director is responsible for the administration and daily operation of the program, ensuring the delivery of evidence-based services rooted in harm reduction and a trauma-responsive approach. The Program Director ensures a safe environment to promote healthy recovery for clients with substance use and behavioral health needs.

This is an exempt position.

Essential Job Duties and Responsibilities:



  • Responsible for overseeing the staffing schedule and ensuring that the programs are staffed to meet the required staffing patterns determined by DPH. Recruit, hire, train, evaluate and terminate employees
  • Complete and submit incident reports to DPH and Bay Cove within the required time frame
  • Ensures compliance with federal, state and local licensing and contractual requirements (including DPH, HUD, SAMHSA)
  • Collect and collate data for billing and statistical reporting purposes including EIM/ESM, DTA, DPH Utilization
  • Collaborate with Bay Cove administrative offices (HR, IT, Finance, Property, Third-Party etc.) to manage all administrative functions
  • Responsible for all licensing and contracting/grant applications and reporting
  • Oversee the management and retention of service records
  • Maintain contact with public and private agencies in the social service delivery system
  • Prepare and deliver monthly billing to Bay Cove billing department or oversee delegation of same
  • Communicate with vendors and act as liaison between the residential program vendors and Bay Cove accounting department
  • Assist with proposal preparations, letters of agreement, and policy and procedure development
  • Coordinate DPH computer input
  • Prepare and maintain all personnel files
  • Monitor and prepare for renewal of all residential program licenses and registrations and submit in a timely fashion
  • Responsible for purchasing food and other supplies as deemed necessary.
  • Attend management meetings and supervision with the Senior Program Director.
  • Work with the multidisciplinary team to support the residents, while ensuring respect and dignity and participate in weekly multidisciplinary team review.
  • Support the development, review, and revision of policies and procedures that impact access to service and equity, ensuring that policies and procedures do not restrict access to admission or services provided therein.
  • Ensure timely and accurate communication and coordination of care with other providers, such as DCF and DPH
  • Oversee the medication administration system and ensure that all staff are trained and complying with responsibilities of the medication administration system
  • Provide crisis assessment, prevention, and needed intervention during scheduled hours and while on-call in nights and weekends as scheduled by providing on-call coverage on a rotating basis.


All BSAS licensed programs must have at least one staff member designated to serve as coordinator of one of the following three topics. If assigned, both supervisor and employee must initial to acknowledge the assignment:



  • Serve as the program's Access Coordinator by developing and implementing the evaluation, plan, and annual review of the program's performance in ensuring equitable access to services as required by 105 CMR 164.040(A)(11).
  • Serve as the program's HIV/AIDS Coordinator by overseeing confidential HIV risk assessment and access to counseling and testing; staff, patient, and resident HIV/AIDS and hepatitis education; and Department requirements for admission, service planning and discharge of HIV positive patients or residents.
  • Serve as the program's Tobacco Education Coordinator by assisting staff in implementing BSAS guidelines for integrating tobacco assessment, education and treatment into program services.


Education and/or Experience Required:



  • BA/BS required, Master's degree preferred, and five years of experience in substance use disorder and behavioral health treatment
  • Licensure preferred (i.e. LICSW, LCSW, LMHC, LADC I / II etc.)
  • Two years of supervisory and administrative experience
  • Experience in financial and administrative management and program development preferred
  • Knowledge of state grants and licensing requirements preferred
  • Demonstrated ability in coordinating a multicomponent system
  • CPR/First Aid training
  • A minimum of five years continuous sobriety if recovering
